The Hall of Lords
The Mordensian government is a semi-feudal society, with noble lords holding land for the Emperor. This land is taxed and controlled by the individual lords in a heirachical system. The lowest class of noble, holding the least land, is a Marquis, who answers to a Viscount, who in most cases answers to an Earl. The Earl is then resposible to a Count. Counts of the realm are high nobility, answering only to the regional Duke -- who is responsible for the entire Duchy, and only answers to the Emperor, (or the High Commander in time of war).
